Add OSGi headers to akka-testkit

While most Akka tests are unit tets, a few of them run as integration tests within a targeted OSGi environment. While doing these tests, it would be very useful to leverage the akka TestKit just as we can with unit tests, however TestKit currently does not have OSGi headers so it is not easy to load into the environment.
