can not add "Short URL " in the frontend

In the Backend is the option for 'Short URL' available. But you can not fillout this form in the frontend because it isn't available. This is a problem for multibyte-languages:

This is a design decision. Creating content in the frontend will automatically create a valid shorturl. Only administrators (backend) can create custom shorturls.
