Mercenary companies are recruiting the wrong culture.

While testing for another issue I noticed that the mercenary companies are not using their original culture type to hire new recruits. As a result they're also removing troops from their culture prior to recruiting fresh ones since it views them as the wrong type.

Swadian Plainstriders
Removed all swadian troops.
Hired the player custom culture tree troops.

Not entirely a bug it seems. I just used the culture of the city you were in when they show up vs. assigning one based upon the name.

(In windyplains:30) Fixed #61 - Mercenaries use their their own culture to hire from.
Test #60 - Still waiting to see if function 2 fails, but the supposed fix is in.
Fixed #53 - Renewing a mercenary contract should no longer crash the game.
Added ability to persuade a mercenary captain into a 15% discount on contract renewal.
