Implement ratings for styles

Styles should have a rating assigned to them, and then only download according to the rating of the current user.

(In revision:1118) Styles can now optionally contain STYLE_RATING which can be set to any BBFC or MPAA rating (ie.12, PG, R, etc.). This restricts access to unsuitable styles for users with lower certificates assigned.

Still to do: The style download server requires similar code to filter the list of downloadable styles.
