Exported jpegs of query maps are low quality
When maps from queries are exported as jpegs there is no good way to increase the image quality/resolution. The default resolution is a bit low for including in reports or showing on a projector. If you increase image size, which increases the image quality, map layers do not scale with the image, so you end up with points, legend, etc, that are very hard to see. Additionally, the option for changing “width/height” for changing image quality/size is not intuitive for low capacity users. It would be better to have a slider from something like 1-10 for low to high quality images.

The map quality is good with this new functionality, but there are a few issues:
-Legends and other map decorations don't maintain the original size/scale when you increase the resolution of the map. You end up with ta high resolution map with a tiny, illegible legend (which is still low quality).
-Similarly, while the quality of the map increases, the size of map symbols gets smaller as you increase image quality; i.e, symbols don't scale as you increase quality. I would expect the quality of the image to increase (i.e. higher resolution/dpi), but not for the appearance/size/scale of anything to change.
-Export to jpeg (haven't checked all image types) preserves bounds if that option is checked, but doesn't work for pdf.Image not found...

Known Issues at this time:
- in reports legends and symbols are scaled based on the dpi selected for the map in the report
- for exporting maps added a scale factor that users can modify (but it automatically updated to attempt to keep the legend, symbols appearing the same size as on the viewing map) to scale these items

- legend graphics don't scale (we just scale them but they don't look good)
- scalebar mapgraphic has some issues with placement/text size
- If you "center" any mapgraphic it doesn't seem to stay "Centered" on the map. It takes the position of the map where you set it up and saves that in px. So view it on a different map that is a different size it doesn't appear in the center but in the same x or y as the first map.
- Fixed the scalebar mapgraphic issue.
- The legend graphics are scaled, although the scaling results in poor images. Producing better quality images is not trivial task and will be put off into a different ticket. (#2484)
- This ticket is not going to address the "center" position of map graphics. This is a separate issue not related to scaling maps and also not not trivial to resolve. (#2385)
