Some class are not found in Open Type despite the JAR exist

I found an issue in Scala IDE when performing Open Type (Ctrl + Shift + T). I'm opening "TimeConversions" class for example. When clicked it from the entry, I got error message: Type 'org.specs2.time.TimeConversions' could not be found in ... (please see attached screenshot). But the JAR containing the TimeConversions is exist in ivy cache folder as it's also shown in the Package Explorer -> Referenced Libraries. It happened not just for one class. I also can't do Ctrl+Left-Click (Open Declaration) in the source code for the missing class.
I had refreshed the workspace even restarting the IDE, but it doesn't solve the problem.

I do get such an error sometimes but I have no idea what the problem is.
