Tooltip doesn't escape html
The hover information needs to escape html characters. For example, if you have the method:
and you hover over it, you see "def a[A <"
Another more obscure example would be having the following code:
If you hover over it, you see "private[this] val asdf: Int" where "asdf" is displayed in bold.
def a[A <: Number] = ???
and you hover over it, you see "def a[A <"
Another more obscure example would be having the following code:
val `<b>asdf</b>` = 1
If you hover over it, you see "private[this] val asdf: Int" where "asdf" is displayed in bold.

Add HTML aware hover
This adds a hover that can show HTML and therefore arbitrary formatted
text. It reads the config values an user specifies in the preferences and
renders the HTML accordingly. Further configuration can be done with a
new CSS file which is read by this hover.
