Allow changing configuration through JMX

Now we have optional JMX monitoring for config:
if (config.getBool("akka.enable-jmx-for-config", true)) config.registerWithJmx("akka")

Would be nice to allow management (change of) config, this would require change all use of the configuration data from final fields to mutable fields and reInit of the module that are using it.
