debugger: is started even if the LC is for non-erlang project

the erlang targets for the internal backends are shown in the debugger view

if erlide isn't configured properly, the debugging session will crash

It looks like we need to start internal backends without a LC. The "public" attribute is not respected by debugger.

Eclipse doesn't have user-defined filters on the launch configs, so we can only do this by not using LCs for the internal backends.
