I can't reproduce this at all... is it only with the big projects? I've noticed that it can take a while (a few seconds) to open the debug configs, but I don't have to wait forever...

No, I can see it with the small 'main' project in ui.tests. I will look at it now that I'm back.

the problem was in the DebugTab module, the interpreted module treelist -- when going through a project's children, the new external reference elements got it to go in an endless loop.
