The existing solution is not working in all cases, it looks like the result in the hover/edoc window depends on the OS, the OS locale, the browser used and its version -- there is no way we can control these and we can't test all combinations.

Maybe we can just add a button to switch encoding in the hover/edoc, so that the user can choose the way that works on their platform?

With an increasing number of Chinese and Russian users, this gets more acute...
