Search fails for non-alphanumeric search terms

Currently working on this on the 1.4 branch, but completely baffled why fulltext boolean searches return empty result sets when the search term (and target) is urlencoded, eg. %E6%97%A5%E6%9C%AC%E8%AA%9E%E6%8E%88%E6%A5%AD

Anyone know?
