Cache always working (?)
I notice, that if you disable CSS/JS and HTML cache in settings, and then after few minutes browsing main site, if you go on Maintenance and try to clear CSS/JS and HTML, a green message appear: cache succesfully deleted.

It's very difficult to explain why you get the "Cache files successfully deleted" message even if caching is off, but don't worry, caching is working. The reason is the new JavascriptConstants.js file which "lives" in the cache folder. So, there's always a file in the cache. So, the only problem is the misleading message.
I've made Hotaru ignore the JavascriptConstants.js file when determining which message to show.
However, what's more important is that even with the CSS/JS cache OFF, cache files are still generated. That's necessary because they aren't really "cached" files, but "merged" files. With the cache off, they get merged on every pageview instead of whenever a file is updated.
