Upgrading / Widgets Settings Problems
Two things:
Problems:
1. When you upgrade a plugin, it gets moved to the end of the plugin list (because it has really been uninstalled and reinstalled in one go)
2. When you deactivated and reactivate (or upgrade) a plugin, it's widget is disabled so you have to go to Widgets and re-enable it.
Possible solutions:
1. A few "if" conditionals so that plugin orders in the database aren't refreshed when upgrading.
2. Have plugins automatically re-enable their widgets when activated when reactivated or installed

Problem 1 is ready for testing. I've give problem 2 its own ticket (#114).
