Add Last Modified Date to all Observations

-Add Last Modified Date
-Allow Queries and Reports to include this column
-Add UI components to show this value wherever we have Waypoint data/Id etc detail now.
-Only update the date when the specific observations data is edited. That is, if Patrol metadata is edited, don't update the last modified date of each waypoint, only waypoint level modifications and down will trigger the date to update.

For existing observations (entered prior to upgrade to 6.1) the last modified date will be set to the observation date/time. For new observations (from 6.1 onward) the initial value for the last modified date will be the date/time the observation is saved to the database.

Implemented on both desktop and connect.

Due to the fact that we've added extra columns to all incident and observation queries most reports will not run until you update the query bindings for the report.
