User level access permissions
For UC review: Are we ok with the user level permissions as they stand now. Ticket #544 suggested a change in permissions, but there is a note (I don't recall this) that it was decided at the last SC meeting not to make changes. Comments?

In our list of tasks for Connect/Smart 4 we had:
Desktop security option A - Update SMART Desktop user levels to be more useful and correlated to work for planned Connect implementations.
OR
Desktop security option B - Create a configurable user permission system inside SMART desktop. Tasks would be identified (create patrols, edit patrols, create queries, edit queries, etc.), each user could be assigned a set of tasks.
We settled on option A in the contract as it stands now, so it would be very useful if the UC could agree on changes to permission levels that will be implemented for 4.0.
The desktop and connect permissions etc will be related, but separate. I think it would be best if we put security and permissions on an agenda item at our next conference call/demo. We have written all our plans into the design document, but I understand that it is pretty hard to conceptualize from reading, so some conversation over the phone will be a much better way of explaining it I believe.
