Hyperlinking doesn't work for annotations (Java and Scala)

No hyperlinking is available at the use site of ``RunWith``, ``org.junit.runners.Suite``, ``SuiteClasses`` and also for the Scala type ``Array``
On the other hand, hyperlinking works just fine on the import clauses.

It seems to still fail, though I am not sure how to test. It looks like Scala stopped publishing SNAPSHOT versions, so our nightlies are picking up the latest snapshot, from Sept. 15. :(
It is indeed not yet fixed. Reopen.
