use can add eclipse plug-ins to folder dropins where they should be discovered and started.
However ScalaIDE in its original configuration does not support this funcitonality.
Using command "ss" from eclipse host OSGi console you can see that the responsible eclipse plug-in org.eclipse.equinox.p2.reconciler.dropins is installed but not started :
139 RESOLVED org.eclipse.equinox.p2.reconciler.dropins_1.1.200.v20131119-0908
Starting this plugin (in my case I use command "start 139" ) enables the missing functionality.
This command must be entered only once, afterwards the plug-in is started automatically.
Therefore I suggest that you change the default OSGi configuration so that this plug-in is started without need to run it by hand.

What has this to do with Scala IDE? org.eclipse.equinox.p2.reconciler.dropins is a platform service, which Scala IDE has no control over. Did other plugins of your dropins folder start automatically, which means that you are sure that this is a problem of Scala IDE?
Currently the service is not started by default. The problem results from product configuration.
It can be resolved by putting element <plugin id="org.eclipse.equinox.p2.reconciler.dropins" autoStart="true" startLevel="4" /> into .product file as described at http://eclipseo.blogspot.de/2013/09/including-dropins-folder-in-product.html. You can find an example configuration also at https://wiki.eclipse.org/PDE/FAQ#My_product_fails_to_start

After I forked the suggested github project and run maven I get an error
So I do not think I have time to struggle with build problems. On the other side I can not submit a pull request if I can not check a running build here.

As I said, this doesn't seem general enough to make it a priority, so it will take a while before someone fixes it. If you wanted to speed up the process, you could open a PR. If it's not urgent, feel free to leave it open and hopefully someone else will do it.
