Questions on Interest and Interest Notifications

I recently obtained a public server and installed iConomy version 6.0.8 on it, but I immediately ran int a couple problems. While, the plugin seems to work okay, I am noticing interest appears to be doing wonky calculations and it also never notifies the player via messages, even though it is enabled, that they have received an interest payment. The following is my understand of how interest should be functioning:
You establish an interval, measured in seconds: Say it is set to 60 seconds.
You define an interest rate: Say it is 0.5%
I have $6000 in my account.
On the first interval, or after 60 seconds, I should receive an interest payment equating to $30.
If this is right, then there is something terribly wrong. If this is wrong, please explain, as I am only receiving payments of a couple dollars with these settings.
Also, The download did not provide any /bank commands whatsoever which I seem to see all over youtube.
