Why are we making a new installer?

Oleksiy says he is making a new installer. Why can we not use the TortoiseSVN installer?
I do not understand why we do not make a version of Tortoise with EasySVN. We need an installer, and we need automated check for newer versions, and we need checkout. All of these things are in Tortosie
Why did we decide to make our own installer? Why are we making our own UI? I think it is a bad idea. It is a waste of time. We can compile a version of Tortoise that includes EasySVN, and use the same installer, and the same code to check for updates. However, we will check for our own updates.
