Attacking non-hostiles NPC's dosent aggro them

Currently attacking NPC's that are not hostile does not aggro them. This is rather big problem as enemies that have cutscenes do not fight back if you attack them before triggering cutscene. This way you can kill them without them fighting back.
So all NPC's should turn hostile if attacked.
