If I have not misunderstood things this is not causing wrong behaviour, but perhaps not optimal speed.
Therefore I would not like to touch it for 2.3.0.
I think more things can be cleaned up in ClusterSingletonManager, and I would like to do that in 2.4 (perhaps backport to 2.3.1).
