Authentication dialog should be on foreground when displayed

Authentication dialogs are now displayed in foreground for Share and Checkout operations.
Note. If the user makes explicitly another application active, the dialog will appear in foreground but will not steal the focus from the active one.

to be tested in various cases to be sure we don't have a background display
I've tested the various scenarios with running applications such as Word, Excel, notepad, Firefox, IE, Chrome gipm and paint editors. I've also tried with the numerous directories and sub directories and ran several installers while using the the checkout and at all times the authentication for EasySVN dialog came in foreground. Build 828 was tested on Win 7 sp1 64bit. We should test similar scenarios on XP sp3 32bit. Reassigning to Oleksiy for XP testing.
There is some time after user clicks OK button on Checkout dialog and before Authentication dialog appears
(checkout op should be initialized etc). If user clicks on some window in this time, it becomes foreground one.
I don't see the appropriate way to handle this scenario except one: let's do Authentication dialog ALWAYS foreground.
I committed codechanges for this behaviour at r832. One may test new behavior tomorrow after nightly build.

Oleksiy, in my testing environment the authentication dialog appears almost instantly, but I certainly see how this issue could be relevant on slower machines, so I think that making the authentication always in foreground would be acceptable solution for most of our use cases.
