Document format standards

As much as possible, I think we should follow open standards. To that end, I think all our working documents should be one of Open Document Format (ODF), ASCII/UTF-8 text, or wiki markup. I do not consider OOXML to be an open standard.

Current files are created and maintained using Open Office.
