Deferring a todo doesn't always handle the time zone correctly

At certain times of day, a todo deferred by one day is immediately restored to active status when viewing the tickler or reloading the home page.

The following Cucumber scenarios fail when this is the case:
features/edit_a_todo.feature:256 # Scenario: I can defer a todo
features/mobile_edit_a_todo.feature:42 # Scenario: I can defer an action on the mobile page

More specifically, it occurs when local time is not the same date as UTC. This is either related to the use of UTC under the hood or the use of London time (also UTC) for the fixture users.
