No new task when changing start date of recurring action
I have a recurring action scheduled to start in a week or so. However, I decided that it should start today instead. After changing the start date to today and leaving all other properties unchanged, I expect a new action to be shown for today. Instead, no such action is shown (not even in the tickler).
The action is scheduled daily (for work days) without an end date.

this is "a feature" currently. You could think of the recurring todo as a pattern from which todos are created. If you change the pattern, you do not change the todos that were created before. If you mark the todo complete, a new todo will be created following the updated pattern.
If would be nice if Tracks would give you the option to change the existing todos when you change the pattern, but we do not support that currently
So in this case, update both the pattern and the todo
