Add System Test for an optional PHP extension Imagick.

The PHP extension Imagick could be used as an alternative to using GD. This would result in faster image manipulation (Refs #56) and could be used to create video snapshots (Refs #213). The Imagick extension is readily available on some QNAP devices and could easily be added to the Windows Simese installation.
