Lots of warning in logs when running with Simese

Since Simese shutsdown the SwissMonitor log ends up filled with lots of entries reporting that the database cannot be contacted.

Suggestion to change the log message to only output once and then be quiet.

(In revision:1242) Changed the logging behaviour for logging database connection errors. Now only logs once if the error raised is the same as the preceding one. This should prevent the logs filling up with lots of errors if used with Simese and MySql isn't running.

Also fixed a small error where the database retry value in the config files was always the default value if specified.
