Move the "Download extra info" option to the media locations screen.

In the "14438 forums":http://www.swisscenter.co.uk/component/option,com_simpleboard/Itemid,42/func,view/catid,9/id,14438/* there was a request to assign a default parser to each media location.

We should assign parsers via media location (replacing the 'Download extra info' option on the category screen)

Although the category seemed the right place to put it at first, we get many posts that say the parsers aren't working when all that's happened is that the user haven't switched on the download option for the category being used!
