'Manage Playlists' option missing

Some users have reported the 'Manage Playlists' option to be missing. I have found this to be caused by the function is_writable to be returning false when checking if the playlist location is read/write enabled.

Since upgrading to PHP5 I've not had this issue anymore so is definitely not a SwissCenter issue that can be fixed.

To bring this to the users attention I have added a System Test to check the playlists location in revision:1018.
