Cant connect to a network not currently visible

Trying to connect to a network that is not currently visible to the connman wifi device is not implemented.
Implementation should be:
1) scan to see if network would appear anytime soon (30 seconds?)
2) connect to it if appears
3) or fail the network connection and move on to next device in profile if relevant

(In revision:65) Added timeout and network scanning in case its invisible.

(In revision:69) Wifi now scans for 30 seconds if it doesnt not initially see the network in question.
And times out trying to connect to it after a minute.
