Having these settings set will ensure that developers that don't have a Java 5 (or 6) runtime environment set as their default will still be able to compile these projects when they check them out from SVN.

I'm resolving this as invalid because it's not clear what's being asked for here or if the proposed fix would actually help. We can't in general require that OSGi bundles written in Scala specify Java 5+.
OTOH, if the reporter is proposing this specifically for the scala, scala-library and scala-plugin bundles then it's not clear what problem this is intended to solve ... those plugins are built for deployment using Ant and the command line tools, and all the appropriate compiler options are configured in the corresponding build.xml's.
Maybe I'm misunderstanding the request, in which case, please reopen with more detail.
