no Japanes support fot the Title -> error

I like to add a new content and put in the title of the content module some Japanese characters, like this:

ようこそ ImpressCMS 日本語版お勉強サイト 独習マニュアルサポートサイトへ！

And I added some texts for the content. After them I can not open the content, because the SEO URL is not nice.

For real-SEO, we have to support the signs in the URL. And at the moment the URL is broken.
