Completely stop using select() as a *sleep() replacement

It looks like previous changes towards using the locally defined, portable microsleep() function instead of select() (commits 716ffb5887, "Stop using select() as a *sleep() replacement on linux" and 027db5f4cd, "Use microsleep(ENGINE_POLL) instead of sleep(1)") have been confirmed working correctly on Linux. I expect microsleep() doing its job correctly on other platforms as well.
