project should specify backend version unrelated to which runtimes are installed
Currently the project preferences page list the existing installed runtimes when choosing which one to build with.
What one really wants is to specify the version we'd like to have (and have erlide assign the best matching one).
This means the list should show the list of supported versions (up to minor version) and if no perfect match is found, the user should be notified (info status in dialog?)

There should be a warning if installed version < required version (because you can still run the beam files on a target with the right version) and an error if installed > required.
