add a "open module" dialog and key shortcut
In some environments, it is confusing to use the "open resource" dialog (for example the same file can be linked to from several places). We want to be able to only choose between modules on the code path.

Where doesn't it work from? The bindings are defined in the org.eclipse.ui.contexts.window context, which means everywhere.
Please note that the Java plugins also define Ctrl-Shift-M, that's why there is also Alt-Ctrl-Shift-M.
