add configurable "at compile" operations

we want to do things (configurable) when a module is recompiled.

  • we already reload beam code
  • the most interesting other operation is running eunit tests
  • we could reformat/reindent

how do we do this for rebar/make builds? more precisely, where is the callback?

we probably must listen for changes to beam files in the output dir, because we don't have control over the compilation of each module

move it from BuilderHelper
