Make max nr retries and within time range optional on restart strategy

Currently you have to specify both nr of retries and max time range.
It might be preferable to only have a max retries, or a time limit, or even nothing at all -> continues unlimited restarting

So I suggest to make the values optional paramters to the Strategy. i.e: OneForOneStrategy(None, Some(myTimeRange))
