Allow specifying which nodes that should be 'deputy' nodes
Currently it is just the N - 1 members (after the leader) in the node ring.
Could be good to be able to specify which nodes should be deputy nodes since it is beneficial to have them spread out across racks or data centers to minimize split brain.
