Perform restart on each actor’s dispatcher

In order to not create a bottleneck on the supervisor of many children, the restart itself should be a queued task which is executed on each actor’s dispatcher. Concerning the AllForOneStrategy, suspend/restart/resume should be handled in three waves of Futures.
