Different 'Modes of Travel', i.e. Walking, Horseback, Boat, have different limitations and optimal paths.
Considerations
Distance, Altitude, Gradient, "Roughness" of terrain, "Wilderness" (vs crossing inhabited countryside, well worn roads), cost of changing mode of travel (start/end of boat journy as segment of route). Rest periods?
Current roads plotting only cosiders distance and altitude, with a simple overhead for enter/exit water sections.
