1.18 is assumed to become the RC1.  Due to christmas break we will look during the 1st week of January how many installs have deployed 1.18 and how stable that was.  For 1.18 to become RC1 two things have to happen:

1. no show stopping bugs have to appear during field testing

2. 1.18 has to have been deployed for at least 1 week at AARnet, HEAnet, UNINETT and SRCE.
